He's not screwed you know. Jake has pretty much the same team I did, save for the fact I don't have a Furret. Although, mine were levelwise in the high twenties, so that might have a thing to do with it.
I suggest just raising your Pokemon a bit, and thinking of something that could help you. Status problems should be helpful. Togepi should be able to make them fall asleep, which should make them easy pickings for you.

Croconaw ~24 [F]
Quilava ~22 [M]
Bayleaf ~22 [M]
Noctowl/Hoothoot ~20 [F]
See, I looked way ahead and knew that Hoothoot/Noctowl would be the most useful against her. It can put her to sleep and then do some damage.

Croconaw was not helpful at all at the time. Didn't seem to know moves worth crap.
