Who's that Pokemon? Week 2

Hello, guys! Sorry about this weeks contest being a day late, because I couldn't get on the internet. But, anyway, I'll allow a day more for Saturday, when I'll post on Week 3 at the same time. So, this week, your two clues are:

Clue #1: I have an endless source of energy, and when perfected through evoloution, I can reach unimaginable tiers of power.

Clue #2: My preffered habitat is among the waves, yet, I am no water type.

Yup, I told you this weeks contest would be tricky, but did you listen? No. But, rest assured, the pokemon you win is worth the brainpan. Oh, and this week, staff are ALLOWED to enter. Rest assured, I came up with these clues entirely myself, on the spot to be honest, and have not posted any trace on staff chat. The final closing date is Saturday 14, August, 2009. Happy brainstorming!
